Bradford asks for changes in chairmanship rotation

Clarke County Commission Chairman Paul Bradford told his fellow commissioners during Monday's work session that he thought it was time to "do something different about the chairmanship."

Bradford noted that since the Louisiana Pacific project began they have had to work with four different chairmen of the commission.

Currently each commissioner serves as chairman for nine months during their term.

"This chairmanship shouldn't be about us but about what's best for the county. Everything still has to come before the commission and we have a lot of checks and balances. We need to revamp the way we do this," he said.

Commissioners agreed to work on the matter.

Courthouse financing

Commissioners approved securing up to a $400,000 line of credit from First United Security Bank, to be used as needed for the courthouse addition.

There is $762,000 of work remaining on the contract and there are only $106,000 of remaining bond funds.

County attorney Bruce Wilson explained that some of the county's oil and gas funds could be used for the project, but at present time $300,000 of the $538,000 in oil and gas funds has been designated for the new 911 center. Another $165,000 is expected in April, but commissioners did not want to deplete the fund.

"If we do this we will draw on it as needed," Wilson said.

The one-year loan at 5.35 percent interest was approved.

Solid waste enforcement contract

Clarke County commissioners tabled its decision on a new three-year solid waste enforcement contract during Tuesday's meeting.

The new contract proposed a $4,000 monthly reimbursement from the county. Previously the county was paying $2,625 per month.

County environmentalist and solid waste enforcement officer Kendall Bush explained that over the past year the department had operated most months at or above the funds they were receiving from the county.

The original contract, drafted 12 years ago, stated it would reimburse up to $45,000 a year.

"I have been promoted since then, my secretary has been promoted too. With the salary increases, the cost of benefits have increased, the cost for mileage has increased, it cost more to run the program. Postage has gone up too, and that has affected us," Bush explained.

Road and bridge

County engineer Sam Noble requested commissioners endorsement for an extended contract with NRCS for erosion control projects. The extended contract was approved and the deadline for the projects compilations were extended to March 1.

Clint Hawkins was hired as the supervisor for the road and bridge crews working at the south end of the county. Noble said he is holding off replacing Hawkins, who worked in the engineering department.

Noble informed commissioners Tommy Kidd had completed his probationary period and asked that he be given permanent status and the customary raise. Commissioners agreed.

They also agreed to let Noble hire a temporary dump truck driver to fill in for a driver who is having health problems.

Several commissioners told Noble of roads in the county needing attention.

EMA

EMA Director Ray Waite told commissioners the desks for the Emergency Operations Center would be delivered Feb. 19.

About 70 percent of county residents are now in the database for the emergency notification system. Waite noted that all residents need to make certain they are registered.

The EMA emergency response vehicle will be delivered at the end of the month.

Other business

The purchase of a vehicle off the state bid list for the appraisal office was approved.

Walt Johnson, an employee with the Clarke County Sheriff's Department completed his probationary period and was granted the customary raise and permanent status.

Commissioners approved the hiring of a new transport officer for the jail.

The purchase of new Class A uniforms for the sheriff's department was approved.

A resolution for an easement for Alabama Power's substation at the LP site was approved.

The deadline for Harry Brooks to build a car dealership on land purchased from the county in Thomasville was extended another 12 months.

Commissioner Rhondel Rhone reported that a representative from Cingular would be in the county next week to look at improving cell phone service in the county.
