Pine Hill considers budget and problem dog ordinance

The town of Pine Hill is weeks away from enacting a nuisance animal ordinance.

The ordinance is not a leash law, Mayor Harry Mason pointed out to the town council. The ordinance is worded to give the police department power to hand out citations to people whose dogs draw complaints from the public.

"This will not require us to have a pound," Mason said. "We will have to have one if the law is any more restrictive." Mason pointed out his opinion that a pound is not something the town could afford to run.

When council member Donnie Calhoun asked how the police department would enforce the law, Police Chief John Brown said the department would give verbal warnings at first. "We're not just going to jump out and start writing citations," he said.

The primary purpose of the ordinance is to give the town power to deal with nuisance and vicious dogs, Mason said.

Over the past year, a number of Pine Hill residents have complained to the council about problem dogs, the latest coming when Janice Flint told the council her tale of being surrounded by a pack of aggressive dogs while out for a walk.

The council is expected to vote on the ordinance at its October meeting.

The council will hold a special meeting Sept. 24 to approve the town's budget for the next fiscal year. Along with voting on the budget, the council is also expected to vote on an updated employee manual. The town's current employee manual has not been updated in more than 10 years, Mason said.

In other business, the council approved the addition of Patience Flint and William R. Nelson as auxiliary officers for the Pine Hill Police Department.

-Approved the hiring of Lionel Hicks as a water department employee.

-Approved a lump sum payment to city employees through the state retirement system amounting to one dollar per month of service prior to retirement. The town has five employees on the state retirement system.

-Set town clean-up days for Oct. 15 and 16.
